[Upstream/PiG] Establish maven version

Problem Description

Syndesis changed maven versions from what has been defined in the PRD to fix a build issue, these changes where not immediately obvious causing PNC builds to fail

Proposed Solution

Establish a maven version, if it changes update the PNC environment if such environment doesn't exist put in a request to create it, however there must be time allocated to do both of these.

Each project that differs from the default must set the environment number in the generated yaml correctly.
