[Pipeline] Failed alignments

Problem Description

During the 7.1.1CRx builds some components failed to align correctly to their equivalent prod artifacts (probably due to build ordering), however Indy seems to be able to access dev pipeline builds, so where an alignment should of taken place from cxf-3.1.11.fuse-710022 to cxf-3.1.11.fuse-710022-redhat-00001 the prod build will still pass though the alignment is incorrect.

Proposed Solution

There are several options

• Turn off artifact promotion
• Have a tagging run (no build)
• Promote to a private area
• Exclude jboss EA from indy

Any of these will cause the prod (PNC) build to fail and the problem will be spotted
