Update s2i builder images to use local, productized dependencies

S2I images currently pull Jolokia and Maven from a URL. We need to use product versions of Jolokia and Maven in our images. We should follow the CE approach for including these in the image which (I think) means storing them locally in the image vs. downloading from a URL.
