Similar to https://issues.jboss.org/browse/CLOUD-2006 , the FIS image streams in https://github.com/jboss-fuse/application-templates/blob/master/fis-image-streams.json contain

dockerImageRepository": "registry.access.redhat.com/jboss-fuse-6/fis-java-openshift",

and no From definition in the tags definitions.

This means only the 5 latest tags will be created, but it doens't guarantee that both 1.0 and 2.0 tags will be created (currently the latest 5 tag are all 2.0 tags, so no 1.0 image tag is created)
