Investigate concreate in replacment to vanilla docker files in OSBS

The cloud enablement team have produced a tool which uses yaml to drive a Dockerfile builder for more efficient image layering and the ability to better share layers and common components.

The source repo can be found here and the documentation here we should investigate its use for new docker images we need to productise and look into if this tool could or would be adopted upstream
