Add hibernate-validator to karaf dependencyManagement

      QE needs a BOM to align their test suites with project components from Fuse. For Karaf, org.apache.karaf:karaf is as close as we have - we should add hibernate-validator to the dependencyManagement, since Karaf brings it in through features.
