When the system property http.nonProxyHosts is added to the etc/system.properties file the property is not properly set in the JVM. Other properties such as http.proxyHost and http.proxyPort seem to get set without issue.

A work around at the moment is to set the -Dhttp.nonProxyHosts property in the bin/karaf script
