fabric: snapshot releases not propogated to ssh containers

      1) Install fresh fuse 6.2.1
      2) Add ssh container
      3) Copy default profile and add project bundle to the profile
      4) Assign profile to the ssh container
      5) Update the bundle, keep the same SNAPSHOT version.
      6) mvn clean install on the project
      7) deploy bundle to the fabric (mvn deploy:deploy-file...)
      7) remove profile from ssh container, and then re-add profile
      8) Examine bundle on ssh container - it still provides original functionality.

      In a fabric that contains a root unmanaged container and an ssh managed container, a bundle with release SNAPSHOT does not propagate down to the ssh container upon installation. The SSH container is assigned a profile with the SNAPSHOT release added to that profile. Even when removing and re-applying the profile to the ssh container, the new bundle is not installed on the ssh container.

      Note that the fabric:watch mvn:* was turned on as well.
