improve active/standby container configuration

    Description

      Recently there were changes in start level for ssh-shell bundle - issue ENTESB-4369.
      Reason - to allow easier monitoring of active/standby container pairs.

      Documentation suggests container start-level 50.
      Shell is working but it lacks some commands (for instance features:*), which are started typically at start-level 80.

      Can we improve start levels or reconsider different default for karaf.lock.level
      for easier configuration & monitoring of active/standby containers?
