Fabric support blueprint: namespace to refer directly to .xml blueprint files, without the requirement of them being incapsulated in a proper bundle.

When blueprint.xml files are deployed in this way, they lose updates to ConfigAdmin.

If a pid is updated in ConfigAdmin, the bluerpint.xml deployment unit seems to not react to the correct Config updated event.
