Include the Camel-Catalog jar file in the runtimes folder structure

      For tooling we need to have access to the camel-catalog.jar, so if a user creates a project for a specific fuse runtime he automatically gains access to the correct camel-catalog.jar for this version.
      What would be a good location for that jar file? If we let users upgrade / downgrade camel versions on a fuse runtime it might be the safest to add the catalog jar to the camel feature. Do we have to care about multiple versions of camel being installed on a runtime?
