SOAP service binding always returns SOAP 1.2 responses regardless of the versions of SOAP requests when its endpoint is configured with SOAP 1.2 in WSDL. The version of a SOAP request and a response should really match. For instance, if the request is 1.1 then the binding should return a 1.1 response or fault, and if the request is 1.2 it should return 1.2 for a SOAP 1.2 endpoint.

CXF itself behaves as it should be, so this should be a bug in SwitchYard.
