"container root does not exist" when creating fabric on Windows

      On a Windows 7 system, install Fuse 6.2, and run fabric:create. It may be necessary to repeat quite a few times to see the failure.

      From time to time, when running fabric:create, the operation fails, with this log message:

      ERROR: Bundle org.apache.felix.framework [0] EventDispatcher: Error during dispatch. (io.fabric8.api.FabricException: Container 'root' does not exist)
