REST quickstart / SOAP quickstart buttons in API view are never shown by default

      In Services / APIs view there used to be two buttons for REST / SOAP quicktarts shown if no APIs were created yet (in Fuse 6.1)

      Since

      {http://rest.fabric8.io/}

      FabricResource API is now created by default, the REST / SOAP quickstarts buttons are never shown in a default setting.
