Creating containers with patches fails

      Create a fuse gear sometimes fails with

      "Command not found: fabric:wait-for-provisioning"

      if the fuse cartridge contains a patch.

      This happens when the container is joining an existing fabric. My theory is that occurs when the fabric:join command has just been run by the install script and so the container doesn't have the fabric service running at all at the moment, hence the command being not available when the upgrade script attempts to use it.
