As an engineer, I want to release camel-k when a base layer update happend (i.e. CVE repsin for lower layers), so that the download location (within the Openshift console) points to the version of the images, rather then the OLM version.

With this change, wecan reuse exisitng clients that are already published, currenly that's not the case and we are forced to build, publish and test new clients artifacts – we would ike to avoid that.
