Upgrade bundle generation to operator-sdk 1.13

The Operator Bundle Linting Test is updating to the operator-sdk 1.13 and as a result will detect failures if a bundle contains a service-account resource that has a duplicate name to the service-account specified in the CVS manifiest of the bundle.

Both Fuse-Online and Apicurito should pass this test as any service-account is in fact removed as a post-bundle generation operation. However, it would be advantageous to upgrade the minimum required operator-sdk version in both to 1.13 so that such service-account resources are never generated in the first instance.
