Description

When creating an image with 7.10 bundles there's a failure:
Invalid bundle fuse-online.v7.10.0, replaces nonexistent bundle fuse-online-operator.v7.9.1
7.9 CSV was also named fuse-online.v7.9.1 and you can't install the bundle if it there's not a bundle that satisfies the `replaces` condition.
