Curator not retiring new artifacts on newer artifact-version

      We're running into an issue with curator where :

      • dev build runs, artifact-name and artifact-version are collected
      • PNC build run and fails, no productization-name or productization-version collected
      • dev build runs, artifact-name and newer artifact-version are collected

      When the second artifact-name and newer artifact-version are collected, shouldn't the first one be retired?   We're running into situations where duplicate artifact-names are collected.
