fuse-repo-builder.sh script failed to generate license if any download failed during maven repo generation

Hello, I noticed fuse-repo-builder.sh script failed to generate license if any single download failed from indy during maven repo generation

So, it would be really nice if we can split the script one for maven repo generation and one for license.
