Fabric8 should runs `git fetch` with a random delay to prevents peak load.

In a cluster with many running containers, the `git fetch` process is currently running on all containers at the same time leading to a CPU peak load.
Adding a random delay of few seconds before the `git fetch` process will relieve the CPU stress.
