AMQ Broker image override by RELATED_IMAGE_AMQ doesnt work

      the related image is specified:

      oc get deployment fuse-online-operator -o yaml | g -A 1 "RELATED_IMAGE_AMQ"
        - name: RELATED_IMAGE_AMQ
          value: 10.0.106.59/jboss-amq-6/amq63-openshift@sha256:a86a05153e46d8abfca5cc0f3659cbcb518e826f44647bcfeede541324afc26e

      but it still tries to pull from registry.redhat.io:

      Back-off pulling image "registry.access.redhat.com/jboss-amq-6/amq63-openshift@sha256:3981a66428347bd3874d1146390db35278ffab56d8eb736ceedf3971950d2631"

      it is overriden in the imagestream but the imagestream is not used later in the deployment config
