There is a use-case where the jaeger instance may have been configured separately to syndesis. As a consequence, it was considered unnecessary to install the noauth-syndesis-jaeger-query service. In practice, this is not the case.

If a user installs the jaeger operator separately and adds a jaeger CR into the syndesis namespace then there is an expectation that this service should be there waiting and ready to work.
