Reload ConfigMaps to avoid manual pod respin

There are ConfigMaps properties read when syndesis-server is started.

example: openshift.additionalMavenArguments

if user changes the property, syndesis-server must be manually restarted for the changes to take effect.

This issue is a request to have the Spring Application to reload the ConfigMap values automatically, avoiding the pod respin.
