On short, there are a few conditions which need to be met before OSBS can pin digests for you:

• Your CSV does not already have a .spec.relatedImages section. If it does, OSBS will assume that you have everything set up correctly and will not touch the file.
• Pullspecs are in locations supported by OSBS.
• All pullspecs use registries supported by OSBS (list below):
  • registry-proxy.engineering.redhat.com
  • registry.redhat.io
  • registry.stage.redhat.io
• Your build is an operator bundle build (indicated by LABEL com.redhat.delivery.operator.bundle=true in the Dockerfile)
