DV operator monitoring

The detailed requirements for this need to be clarified with RHMI team

At high-level, based on what other components had to, we need to deliver:

• The operator should create monitoring CRDs (ServiceMonitors, PrometheusRules, GrafanaDashboards).
• The operator should expose is metrics endpoints to allow common metrics, such as product version, etc.
