Support multiple namespaces with DV Operator

DV Operator currently operates within a single namespace. This requries the operator to be installed on every namespace and makes it hard to manage with restricted namespaces such as RHMI model.

We need the DV operator to act on multiple namespaces (similarly to Camel-K operator)
