CNF exception from R13 if validator package is not defined in import-package

    Description

      From R13 throwing below exception if org.apache.camel.component.bean.validator package is not defined in <Import-package> section of felix plugin

      Caused by: org.apache.camel.RuntimeCamelException: java.lang.ClassNotFoundException: org.apache.camel.component.bean.validator.BeanValidationException
	at org.apache.camel.processor.ErrorHandlerSupport.createExceptionClasses(ErrorHandlerSupport.java:86)[232:org.apache.camel.camel-core:2.17.0.redhat-630416]
	at org.apache.camel.processor.ErrorHandlerSupport.addExceptionPolicy(ErrorHandlerSupport.java:61)[232:org.apache.camel.camel-core:2.17.0.redhat-630416]

      which is working fine in R12
