Provide editor to enter Runtime properties for VDB and View

Provide the runtime properties collection screens at the single VDB and VIEW properties. These are custom properties that can be entered by the user for example see http://teiid.github.io/teiid-documents/master/content/reference/vdb_properties.html

Also view level properties (OPTIONS clause)
