Fuse Structural Tests: Add tests for fuse-console

fuse-console-openshift

• Add a test to run the nginx validator and ensure that the reverse proxy configuration is correct and can be loaded
• Add a test to verify that the legacy configuration can be loaded
• Add a test to verify that the new configuration can be loaded

fuse-console-operator

• Add a test to verify that the hawtio-operator file is located in /usr/local/bin/hawtio-operator
• Add a test to verify that the templates directory is located in /go/src/github.com/hawtio/hawtio-operator/templates
• Add a test to verify that the license files are located in /root/licenses/fuse-hawtio-operator/licenses/

Include the tests to the jobs that build Fuse Console containers.
