Create a package for managing backups and restore (treated in a different ticket) for fuse / syndesis.

The operator should take care of the backup process.

The operator should take frequency and number of backups to keep as input. An administrator should be able to change these values via CR.

The backup process should allow to change backends (PVC, S3 ... initially those two).
