Cannot enable DV during Fuse Online Operator Installation

Start installing Fuse Online operator by following the instructions.
Before installing, as suggested, enable some of the plugins, such as todo and komodo:

todo:
enabled: "true"
komodo:
enabled: "true"

After Fuse Online installation is completed, todo addon is installed as expected, but DV addon is not.
The only way to install DV is going back and editing Fuse Online CR again and adding komodo back.
