Per Product Management, we should make it more obvious to the user that Edit is available.

One solution is to pull the "Edit" action out of the kabob menu and place it to the left of the "View" action on each row.

Another approach is to swap these two and have the only button be "Edit" and place "View" under the kabob menu.
