There are 248 missing dependencies in offliner repository

Hello, I've used offliner to download dependencies and tried to install every feature available to Karaf with no access to internet. I was unable to install 204 features (I can send you a list of these features if needed). In total there were 248 missing dependencies. List of these dependencies in attachment
