Replace external fetch of public-suffix-list with internal URL.

The CXF build fails in Brew due to fetching the public-suffix-list.txt file from an external URL blocked by the firewall. This was fixed in Fuse 7 - this just needs to be backported to Fuse 6.3. The approach taken was to replace the hard-coded URL in the POM with a property, which can be overridden on the mvn command line.
