[Hawtio Karaf 6.3] Invalid Bundle Context in creating Fabric

      tested with Fuse versions 6.3.0.redhat-377 (R11) and 6.3.0.redhat-389 (R12)

      1. Run Fuse on Karaf
      2. Create a new fabric with command: fabric:create --clean --wait-for-provisioning --profile fabric --force

      Description

      After running the command for creating fabric, the error is shown in karaf console:
      {{ERROR: Bundle io.hawt.hawtio-web [282] EventDispatcher: Error during dispatch. (java.lang.IllegalStateException: Invalid BundleContext.)
      }}

      I can see the Fabric in Hawtio, it all looks like it was created correctly, but there is that error in karaf console.

      I tested it with R11 and R12 build, both of them have this issue so I would not consider this as a regression.
