When we run the offline repository downloader using the manifest for Fuse 7.2, e.g:
$ ./build-offline-repo.sh --fuse7 redhat-fuse-7.2.0-offline-manifest.txt
the resulting repository lacks certain artefacts that would be downloaded if a Fuse 7 application were built on a machine with Internet access to the public repositories.

org.apache.tomcat:tomcat-jdbc:jar:8.0.36.redhat-30 is specified in
but is not downloaded, even though versions 8.5.27, 8.5.31, and 8.5.34 are.

org.arquillian.cube:arquillian-cube-openshift:1.9.0 is specified in
repository/io/fabric8/fabric8-project-bom-camel-spring-boot/3.0.11.fuse-720027-redhat-00001/fabric8-project-bom-camel-spring-boot-3.0.11.fuse-720027-redhat-00001.pom
but is not downloaded, and nor is any other version.
We are unsure how many other dependencies are missing; I will add them to this ticket if we discover any more.
