Fuse is not automatically restarted after patch rollback on Windows

      Using fuse 7.1.0.GA as base, I installed the 7.3.0. CR1 patch. There was no problem with that. But when testing rollback to 7.1.0 the container is not finishing the process fully. In the process we can see this message:

      Rollup patch fuse-karaf-7.3.0.fuse-730065-redhat-00002 rolled back. Restarting Karaf..

      But it's not restarted. We must restart it manually, only then rollback finishes successfully.
      With dev builds we didn't need to do that.
