Move SecurityDomain.getSaslServerMechanismNames to SecurityDomainSaslConfiguration

The SecurityDomain has nothing else to add at the point this method is currently called, instead if we move it to SecurityDomainSaslConfiguration it becomes a simple no-arg method where all required information is already available.
