vault tool fails on windows with chinese, arabic or japanese chars

    Description

      Vault script from wildfly distribution fails to convert vaults on windows using powershell with Chinese, Arabic or Japanese chars. Even with setting powershell input and output and system encoding to utf-8.

      From  debugging it seems that this problem caused by incorrect serialization/deserialization of SecurityVaultData object on windows.
