    Description

      Our pr-ci.yaml file that's used to set up our CI runs via GitHub Actions is currently specifying the 16.04 version of Ubuntu:

      This version has now been removed from GitHub Actions so we need to switch to ubuntu-latest (or 18.04 if there are issues with ubuntu-latest).
