SPI to support persistence of JASPI registrations

The AuthConfigFactory.registerProvider method that takes a class name is supposed to persist the registration.

If under ELY-1538 we support dynamic loading when outside the application server we could support this, but also in the app server should we ever support an SPI to react to changes and persist them in the management model.
