Fix handling of URIs during connection creation when IPv6 is involved

URI creation for remoting connections run into errors if the host IP is a IPv6 address (for example ::1). A fix for this was added to connection creation code for clustered nodes, but some other part of the code was missed out. This JIRA is to track other such places and fix those.
