The current reconnect logic is only applied to connections which were once successfully connected but broke later on. We aren't included the connection configurations which failed to connect in first place (like the server never being up when the client context is created through the jboss-ejb-client.properties).

It makes sense to include even such connections for possible reconnect attempts. See the referenced forum thread for more details.
