      Background: On Intel processors, the core frequency can be reduced below OS request, when the current temperature reaches the TCC (Thermal Control Circuit) activation temperature.

      Description: Industrial edge use cases will potentially have the need for the TCC Cooling Driver.  This should be enabled in Red Hat Enterprise Linux kernel.
