Background: Some telco providers are looking to leverage the RHEL RT kernel for real time processing in a multi architecture configuration.  Currently today the kernel-rt packages are not available for Arm(aarch64).

Description: Provide support for kernel-rt packages on Arm (aarch64).

Considerations: 

Currently there is testing and building of the packages for internal use going on to help drive the RHIVOS requirements.  Doesn't this bring us closer to providing a customer supported package?
