Background:  It is time consuming for customers to build images for their edge needs.  This sentiment is exposed here with this Jira - https://issues.redhat.com/browse/RHELBU-292.

Description:  As a customer Red Hat should provide prebuilt rpm-ostree images that contain the necessary tools to meet the needs of the 3 primary cases: COTS/rpm packaged apps, podman containerized apps and Kubernetes containers for MicroShift apps along with support tools.   Anything else could be layered on as a container image after the fact.
