kie-parent-metadata contains enforcer rules for min. required Java and Maven versions. The same configuration comes also from the org.jboss:jboss-parent:16 which is the top-level parent. We should be able to re-use the config and change the minimal versions simply by overriding the properties maven.min.version and jdk.min.version.

This should also simplify the configuration when we need to override one of the versions in only some of the repos.
