Quarkus 3 checks should become only nightlies with branch update

    Description

      1. the "quarkus-3" build is done only on the main branch, during a nightly build
      2. if that job fails, then the "migration" script is invoked, that should recreate all the patches
      3. if that "fix" the "quarkus-3" build, then the newly created patches are written in "main" branch
      4. otherwise, a sort of alert should be triggered, and someone has to fix
      5. push quarkus-3 changes to a specific branch
