The initial step could be to track impact at fact level

This JIRA may include "positive/negative" impact distinction but may split it to another JIRA.

• Positive: inserting/updating a fact causes another rule's activation
• Negative: deleting/updating a fact causes another rule's deactivation

and then improve it looking at fields/functions/map in the later JIRAs
